Lou co-chaired the China Panel at the American Council on Renewable Energy Renewable Energy Technology Conference & Exhibition (ACORE RETECH 2010), held at the Washington, DC Convention Center on February 3-5, 2010. Lou's co-chair at the ACORE RETECH China Panel was Mr. Li Junfeng, the Deputy Director of the Energy Research Institute of the National Development and Reform Commission.

  10. On September 30, 2009 Lou published a commentary on the “Strategic Importance of the U.S. Senate Passing an Effective Energy Bill” to the U.S.'s efforts to contain Iran's ambition to develop a nuclear weapon.
